Our Focus Areas

Stephen Enders has been a member of the Gladstone community for 14 years living in Tannum Sands and is currently a Director of Zone Planning Group.  Prior to that he held the position of General Manager of the RPS Gladstone District, which is part of the International RPS consulting group. Stephen is a qualified Town  Planner and has 30 years’ experience working for both local government (13 years) and the private sector (17 years) in largely senior roles. He has extensive experience in the assessment and management of a wide variety of development projects ranging from residential master planned estates, major infrastructure, large industrial and commercial projects. This broad experience provides a wide-ranging knowledge base to develop innovative solutions to complex planning problems.

Kina Hazell has called Agnes Water home for 13 years and is deeply committed to its growth and development. With a strong connection to the community, she values the area’s progress while preserving its coastal charm. Outside of work, she enjoys traveling, playing golf, and spending quality time with family.

Sally Michelmore is the Assistant Manager and Director of the Agnes Water Tavern and a dedicated advocate for sustainable growth in the region. She has called Agnes Water home for the past eight years, where she lives with her husband and three children. Passionate about the local community, Sally loves exploring the area in her free time, whether it’s fishing, boating, or enjoying the natural beauty of the region with her family.
Before moving to Agnes Water, Sally earned a Bachelor of Accounting and a Bachelor of Business, which laid the foundation for her career in banking and financial planning. With her extensive experience and commitment to responsible development, she strives to support the long-term prosperity of Agnes Water and the Gladstone region.
